摘要
在推进海关新型智库建设过程中,面临着一系列困境亟待解决:一是海关改革和发展对海关智库研究的需求明显转型升级;二是海关智库建设的供给结构不适应需求结构的变化;三是高水平的海关智库供需平衡尚未形成。只有在更高层次上做到海关新型智库供需结构的再平衡,才能推进海关新型智库建设的发展。从供给侧结构性改革视角出发,探究海关新型智库建设面临困境的原因包括:海关新型智库的相对主体性地位尚未得以确立、海关新型智库的要素投入存在供给约束的情况以及海关新型智库的制度供给存在一定的滞后性。为此,应从建立合理的制度供给机制、完善海关新型智库体系的系统布局、实现海关智库要素投入方式的改变以及提升海关新型智库研究质量和竞争力等四个方面加强海关新型智库建设。
The development of a new type of customs think tank is facing a series of difficulties to be addressed： First,driven by the customs reforms and development,the need of studies from customs think tank is obviously transformed and upgraded; second,the supply of customs think tank does not meet the change of demand; third,the high level balance between supply and demand of customs think tank has not come into being. Only when the high level balance is reached can the development of a new type of customs think tank be promoted. The reasons for investigating the difficulties of developing a new type of customs think tank from the perspective of supply-side structural reform include： unestablished independent status of customs think tank,constraint of factor input and lagging-behind institutional supply. Thus it is recommended to strengthen the development of a new type of customs think tank from the aspects of establishing a proper mechanism of institutional supply,improving the systematic planning,changing the factor input and enhancing the quality and competitiveness of the studies.
