摘要
2016年1月,四川省蜀道被联合国教科文组织世界遗产中心列入《世界遗产预备清单》,获得了正式申报世界遗产的条件。这一进展表明秦巴山区蜀道作为自然与文化的混合遗产价值开始得到了国际社会初步认可。为了满足世界遗产的申请标准,改革现有蜀道自然资源管理制度成为一个迫在眉睫的研究问题,错过这一宝贵机会将对蜀道地区的经济和社会发展起到极大妨碍作用。对蜀道进一步申请进入世界遗产正式名单中的管理制度障碍、存在问题进行了总结,并提出相应的对策研究。提出从3个方面:立法保护、机构建设、管理制度全面回顾申请世界遗产的自然资源管理制度的经验和教训。在此基础上,提出进一步解放思想和整合资源,完善四川蜀道申遗自然资源管理制度,确保四川省蜀道能够成功进入世界遗产正式名单。
In January 2016,The ＂Shudao＂（the ancient path in Sichuan mountain areas ） was successfully inciuded in the reserve list for the world cultural heritage based on the UNESCO＇s nomination. To some extent the Shudao in Qinba mountain areas has potential for becoming World Cultural Heritage which indicates that its great value, as both world cultural heritage and natural heritage, has been generally recognized by the international society. In order to meet the standards of World Cultural Heritage and ensures a successful application, reforming rules and regulations for natural resources has become an urgent issue which has great influence economic construction and social development within such areas. By summarizing institutional barriers, existing problems, the paper proposes some measures to overcome such difficulties from three aspects：legislative protection, institutional construction, heritage management,experiences and failures in the past application procedure. Based on such experiences , this study proposes to further emancipate the mind and to ensure the integration of resources so that to make the Shudao ready for becoming the World Cultural Heritage.
