摘要
2008年在校大学生纳入了城镇居民基本医疗保险试点范围,安徽省出台了多个相关文件,确定了大学生参加城镇居民基本医疗保险的办法和享受待遇。经过6年的实施,大学生医保政策逐步完善,安徽省合肥市制定了大学生省级调剂金补助、新生绿色通道、简化大学生异地住院转院手续等多项措施,对保障学生的健康,降低患病学生家庭经济负担起到了极为重要的作用。在具体实施过程中,也存在参保名单报送及缴费工作繁重、部分重病学生自费费用较高、新农合报销后补差手续繁杂、大学生医保与城镇居民医保重复、大学生省级调剂金审批流程复杂等问题。文章就此提出了改进参保缴费办法、简化大学生省级调剂金申请流程,增加自费药品补助、优化新农合报销后补差程序、推进大学生医保异地住院联网结算等建议。
In the year 2008,college students were included in the pilot program of basic medical insurance for urban residents.A few interrelated documents have been available in Anhui Province,which confirm the measures and benefits for college students to apply for the basic medical insurance for urban residents.After having been implemented for six years,the medical insurance policy for college students keeps improving.In Hefei,Anhui Province a number of measures were developed,including providing students with provincial adjustment grants,setting up the green channel for freshmen and simplifying the hospital referral procedures for the students receiving the medical treatment in allopatry,which play a very important role in protecting students＇ health and easing the financial burden for sick students,and are worthy to be popularized.Aiming at the existing problems in the implementation process such as the heavy insurance list submission and payment work,the high cost for the seriously ill students,complicated compensating procedures for NCMS reimbursement,the overlapping between the student health insurance and medical insurance for urban residents,and the complex approval process of the provincial adjustment payment for college students,in this paper we offer some proposals,which include improving the insurance payment method,simplifying the application process of the provincial level adjustment funds for college students,increasing the drugs subsidy at students＇ own expense,optimizing the compensating procedures for NCMS reimbursement,and promoting the network settlement of health insurance for the students receiving the medical treatment in allopatry.
