摘要
针对县级电网"唯线损率论优劣"而非全面评价线损管理现状的粗放型管理方式,提出一种综合对标评价方法评价县网的线损管理,即依据综合评价寻求标杆,对标分析县网的线损管理状况,指导提升精益化线损管理;同时采取对县网分类并施以分类综合对标的方式规避县网间因不可控差异造成的不可对标性;采用德尔菲法建立综合评价模型,其中结合德尔菲法的反馈轮询机制,在引入"快速搜索及查找密度峰值聚类算法"的前提下提出了一种基于群组决策的改进型拉开档次法分析合理的权重方案。最后对某网区44县网实施线损管理综合对标评价,实例分析表明,综合对标评价能较全面地评价县网企业的线损工作,并通过对标分析锁定线损管理的薄弱环节而指导管理建设。
In order to avoid extensive management mode of county power grids where line loss management evaluation only relies on line loss rate rather than a comprehensive way, a comprehensive evaluation(CE) method is proposed to assess the management. It searches for benchmark through CE of many county power grids to improve their line loss management with benchmarking. A method is proposed to divide county power grids into three categories to avoid improper comparison between grids that due to some giant differences. CE model is established with Delphi Method. With Delphi Method's circular investigation and survey procedure, "clustering by fast search and finding density peaks" clustering algorithm is introduced to analyze weights of group decision. On this basis, an improved max-variance-CE method is proposed to get proper weights. Finally, comprehensive evaluation with benchmarks for 44 county power grids in an area shows that it not only can evaluates line loss management well, but also can analyze and lock its weakness to guide management improvement.
