摘要
公立医院回归公益性,实质上是其社会属性的回归,而商品性是医疗服务的经济属性,这是由规模庞大的基本医疗服务是准公共产品的特性所决定的。当前医改已经进入深水区,应辩证看待医疗服务在公益性与商品性之间的矛盾与统一,科学划分医疗服务的公共产品、准公共产品、纯私人产品的范畴,明确政府职责边界,从而在二者之间找到一个平衡点,达到既让人民群众受益,又保障医疗卫生事业的可持续性。提出对于医疗服务,政策制定者不应回避其商品性,执行者不应逃避其公益性,社会公众应理性看待等方法来实现公益性的回归。
In essence,the returning to public welfare of public hospital is the regress of its social attribute.Whereas,the commodity nature is economic attribute in medical service,which is a result of the large-scale basic medical services falling into the range of quasi-public goods.With medical reform entering into a critical stage,the contradiction and unity between medical service＇s public welfare and commodity nature should be dialectically treated,and the boundary among public goods,quasi-public goods,and personal goods should be distinguished scientifically.In addition,we should understand the governmental duties.In that case,we can balance the public welfare and commodity nature,the public will be benefited,and the health care will realize sustainable development.In order to make medical service returning to public welfare,policymakers should not evade its commodity nature,performers should not evade its public welfare,and the public should take it rationally.
