摘要
研究基于制度变迁理论,对国内残疾学生参加全国统一高考制度的改革进行分析,探索我国残疾人高考制度变革的发生机制,揭示残疾人高考改革所隐含的困境,并针对困境提出了相关建议:优化初级行动团体结构,提高改革方案的科学性;合理利用专业资源,提高新制度效应;减少路径依赖的阻力,坚守公平准则;优化公共制度环境,提高制度创新能力。
This article, based on Institutional Change Theory, makes an analysis of the system reform of students with disabilities attending National College Entrance Examination. We explored the mechanism of the reform, revealed the potential plight. According to the plight, we put forward several suggestions: to make scientific reform project, we should optimize preliminary action organization structure; to improve new system' s effect, we should rationally utilize professional resource; sticking to fair norm and reducing the hindrance of path dependence ; strengthening reform innovation ability, optimizing public system environment.
