摘要
面对突发事件本身的诱因复杂、演化规律模糊、孕灾情景多变、应灾条件差异较大等客观属性,提出多模态危机情报融合的新内涵,从数据、信息、知识、情报逐层递进的逻辑视角出发逐层开展融合工作,构建多模态危机情报融合体系与面向决策需求的危机情报融合应用机制,为综合运用多学科知识解决突发事件危机管理的多模态情报采集处理、融合应用等实践问题提供新的思路。
Facing the objective attributes of emergency,such as the complicated inducements, fuzzy evolution law, polytropic disaster-pregnant situation and big differences of disaster conditions, the concept of the multimodal crisis intelligence fusion system is proposed ,which is drilled down from data,information, knowledge to the intelligence. The muhimodal crisis intelligence fusion system and the corresponding decision making-oriented application mechanisms are constructed, which providing a new method for using multidisciplinary knowledge to solve the muhimodal intelligence acquisition and fusion application of emergency management.
