摘要
铁路货源流失严重和市场化经营能力不足,制约了我国铁路物流的发展。为提高铁路专业化物流方案的设计能力,在阐述铁路物流发展现状及存在问题的基础上,引入铁路第四方物流概念,分析铁路发展第四方物流的核心优势,提出以方案设计为核心、资源整合为基础、信息平台为手段的铁路第四方物流发展思路。最后,给出第四方物流在铁路物流基地、中国铁路95306网及物流总包中的应用前景。
The consecutive decrease of railway freight and the lack of market management capacity restrict the development of railway logistics in China. In order to improve the design capability of railway specialization logistics scheme, this paper introduces the concept of fourth party logistics（4PL） and analyzes the core advantage of railway 4PL based on the description of the present situation and existing problems of railway logistics development. It also puts forward the railway 4PL development strategies with the scheme design as the core, the resources integration as the foundation and the information platform as the development means. Finally, the paper gives the application vision of the 4PL in the railway logistics base, the Chinese railway 95306 network and the logistics total package.
