摘要
污染源自动监测数据是环境监督管理工作的重要依据,目前,污染源自动监测数据质量难以保证,难以发挥出监测数据应有的作用。针对这一问题,以山东省污染源自动监测质量保证技术措施为例,详细分析了污染源自动监测数据质量影响因素,对污染源自动监测数据质量保证技术措施做了深入研究,提出了污染源自动监测动态管控监管思路,并从规范污染源自动监测设备,完善数据采集传输系统,建立监测设备运行状态信息上报机制,设置报警规则和报警处理流程,设备运行状态统计分析等五个方面阐述了具体技术措施。实践证明:动态管控系统可以有效地保证污染源自动监测数据质量。
Automatic monitoring data of pollution sources is the important basis for environmental supervision and management work. At present,it 's difficult to assure the quality of automatic monitoring data of pollution sources and to play the due role of the monitoring data.Aiming at this problem,this paper analyzes in detail the quality influencing factors for automatic monitoring data of pollution sources with the technical assurance measures for automatic monitoring data of Shandong Province as an example. It carries out an in-depth research on these measures and presents dynamic management and control of automatic monitoring data of pollution sources.The paper then expounds the specific technical measures from five aspects covering standardizing pollution sources monitoring equipment, improving data collection and transmission system, establishing information reporting system for the running status of monitoring equipment,setting up alarm rules and alarm processing procedure and making statistical analysis on the running status of the equipment. Practice has proved that dynamic management and control system can effectively ensure the quality of automatic monitoring data of pollution sources.
