摘要
通过对比《反恐怖主义法》与《反恐怖主义法(草案)》,《反恐怖主义法》具有"平衡、实用、综合、兼顾"的鲜明特点,具体表现在注重反恐工作与保障权利的平衡;注重与国际接轨,坚持以我为主;注重实用性和可操作性;坚持防范为主,加强安全防范;注重综合治理,实施全民反恐;严密法律责任,加大惩罚力度;注重与其他法律的衔接。
Compared with the Law of Anti-terrorism（draft）, the Law of Anti-terrorism has the vivid character of ‘balance, practicality, comprehensiveness, consideration＇, especially keeps the balance of counter-terrorism work and the security of rights, lays the emphasis on the international standards, adheres to the center of ourselves, especially the practicability and maneuverability, and insists on the prevention, strengthen the safety, pays attention to the comprehensive treatment, implements the national anti-terrorism, strict legal liability, increases the intensity of punishment and pays attention to the cohesion with other laws.
