摘要
高新区是创新型国家建设中实现新型工业化的增长极。国内外经验表明,协同创新已成为衡量高新区创新能力的关键要素。依据国内各类高新区的发展阶段,可以从协同创新能力视角将其划分为成长型高新区与创新型高新区。文章基于成长型高新区的发展特征,按照需求互补与功能耦合机制构建以组织协同、功能协同、资源共享、制度协同为界面的成长型高新区协同创新系统框架,并由此规划产业集群、政府、大学与科研机构、金融机构、中介组织在协同创新系统中的功能定位与创新行为。
High-tech industrial development zone is the growth pole to realize the new type industrialization in innovative country construction. Experiences at home and abroad have shown that collaborative innovation is the key element when measuring the innovation ability of high-tech industrial development zone. High-tech industrial development zone can be divided into growth-type and innovation-type high-tech industrial development zones from the perspective of collaborative innovation ability according to the stage of development of all kinds of high-tech industrial development zones. Based on the development characteristics of growth-type high-tech industrial development zone, the research builds up a collaborative innovation system framework with the interface of organization collaboration, function collaboration, resource sharing and system collaboration in accordance with complementary demand and functional coupling mechanism, and then then paper puts forward a planning of function positioning and innovation behavior of industrial cluster, government, university, scientific research institution, financial institution and intermediary organizations in collaborative innovation system.
