摘要
粮食安全对一个国家稳定的重要性不言而喻。经过几十年的粮食政策改革,我国逐渐实现了粮食总量的紧平衡。现阶段,我国粮食安全战略要面临国内粮食自给率总体下降和农产品食品安全的双重挑战。在未来发展道路上,我们既要立足于本国国情,采用适合本国发展的粮食安全道路,也要借鉴国际上一些国家的相关经验,扬长避短,警钟长鸣。文章对日本粮食政策的缺失点进行总结,在现阶段已有研究的基础上,与国内粮食安全的实际国情相结合进行分析,从他国失败经验中得到警示,从而更好地完善我国的新粮食安全战略。
The importance of grain security for a country＇s stability is self-evident. China has gradually achieved the tight balance of total grain amount after decades of grain policy reform. At the current stage, we are challenged by both the overall decreasing self-sufficiency rate of domestic grain and the grain safety of agricultural products issues regarding the grain security strategy of our country. Going forward, we need to adopt suitable grain security policy based on our national conditions. Meanwhile, we should draw on relevant experience from other countries by exploiting their strong points and avoiding their weaknesses, and use it as an alarm. This paper s analysis by considering the practical the shortcomings of Japanese grain policy, and makes an conditions of domestic grain security based on existing researches, thus proposing a way to improve China＇s new grain security strategy.
