摘要
本文首先阐述了PPP模式和其在我国的发展现状,随后分析甲方在PPP项目中职能的转变,在此基础上,分析PPP项目在运行中甲方将面临的风险及甲方可能为项目带来的风险,建立博弈模型分析甲方与社会资本方在PPP项目中的关系,探讨两者如何合作才能使最终利益最大化,最后提出甲方对PPP项目的风险规避措施。
First, the PPP model and the development present situation are expounded in our country. Secondly the transformation of government functions in the PPP project are analyzed. And then the risk is studied in operation of the PPP projects. Model are estab- lished to analyze the relation between government and social capital in the PPP project, to discuss good cooperation to make both ulti- mately benefit maximization, aversion measures of the PPP project risk are put forward.
