摘要
合理的制度设计和反腐措施能够有效预防和打击贪腐。有些国家和地区在这方面已经积累了很好的经验,香港康政公署即是一例。研究香港廉政公署四十年的经验不难发现,独立的地位、强有力的履职手段,是其成功打击腐败的不二法宝,而通过大力宣传赢得民众理解和支持,则是它能够一直成功运行的不可或缺的重要因素。对比香港廉政公署和内地纪检监察部门的地位、职责,能够从中找出对内地纪检监察机构有益的参考内容,有利于内地更好地建设廉洁政府。
Corruption exists in every country, but it can be effectively prevented and punished by designing reasonable systems and taking proper measures. Some countries and regions, Hong Kong, for example, have accumulated？beneficial experiences against corruption. By researching Hong Kong＇s experiences in the past 40 years, we can see clearly that, the only effective way against corruption is nothing but the independent status and powerful ways to carry out their duties, and it should own its success to widespread propaganda to get citizens＇ understanding and support. By comparing the status and duties between Independent Commission Against Corruption （ICAC） and Discipline Inspection Departments of the mainland, we can offer some good advice to Discipline Inspection Departments, this will help the mainland to construct a clean and honest government.
