摘要
党的十八大报告首次提出,提高领导干部运用法治思维和法治方式深化改革、推动发展、化解矛盾、维护稳定的能力。善于运用这些能力.是衡量领导干部执政能力的新标准、新要求。要提升领导干部的法治思维能力,必须加强法律学习,培育法治文化;注重法治观念的更新;以制度创新促成法治信仰的形成。众所周知,领导干部是社会管理和社会服务的组织者、参与者和示范者,其法律素质的高低,社会主义法治理念的强弱,直接决定其依法管理、依法决策和依法办事的水平。所以,培养领导干部的法治思维,是依法执政与依法行政的重要前提,是发扬社会主义民主的重要内容,也是构建和谐社会的重要保障。

It is well known that leaders is community management and community service organizer, participants, and demonstration of, the legal quality of, the strength of the Socialist concept of, directly determines its legal management, legal decisions and act in accordance with the standards. Therefore, training leading cadre＇s thought of rule of law, is an important prerequisite for governing and administration, is the important content of developing Socialist democracy, it is also an important guarantee for building a harmonious society.
