摘要
统筹城乡基本医疗保险是保证人人享有公平的基本医疗卫生服务的制度保障。我国经济的发展,财政实力的雄厚、城乡统筹的共识、社会政策理念的变化以及国内外城乡统筹的实践经验,都为我国城乡医保统筹提供了良好的发展契机。因此,我们应充分利用这些利好条件,在遵循立足国情,"先试点、后推广",兼顾公平与效率,循序渐进原则的基础上,首先实现全国范围内城乡居民医疗保险与新农合的整合,其次通过改革户籍制度、做好制度间保险关系转移接续等相关配套措施改革,为最终实现城镇职工医疗保险与城乡居民医疗保险的统一奠定基础,建立城乡统一的基本医疗保险制度。
Overall planning for urban and rural basic medical insurance is to ensure that everyone has a fair and equitable system of medical and health services.The development of China＇s economy, the financial strength of the strong, the consensus of the urban and rural, social policy changes and the comprehensive development of urban and rural areas in domestic and foreign practice experience, provide good opportunities for the development of China＇s urban and rural medical insurance as a whole.Therefore, we should make full use of these favorable conditions, in accordance with the conditions of the country, the first pilot, after the promotion, taking into account the fairness and efficiency, based on the principle of step by step,First to achieve the integration of nationwide medical insurance for urban and rural residents and the new rural eooperative, secondly by the reform of the household registration system, do a good job in the system between insurance relationship transfer and connection and other relevant supporting measures of reform, for the ultimate realization of the unified foundation of the urban workers and staff medical insurance and medical insurance for urban and rural residents foundation, establishing a unified urban andrural basic medical insurance system.
