摘要
目的探讨广州市妇幼卫生人力配置公平性随时间的改善状况。方法采用基尼系数和泰尔指数分析和评价广州市社区2009年和2013年妇幼卫生人力资源配置公平性及变化趋势。结果与2009年相比,2013年广州市社区妇女保健人员、儿童保健人员分别增加了36.0%、29.3%,按照服务对象计算,2009年、2013年妇女保健人员配置的基尼系数分别是0.282、0.156,儿童保健人员配置的基尼系数分别是0.314、0.131;2013年妇女保健人员配置的总泰尔指数是0.017,儿童保健人员配置的总泰尔指数是0.006,妇女/儿童保健人员配置的区域间泰尔指数均大于区域内。结论广州市社区妇幼卫生人力配置较公平,优化人力配置应关注区域间的分配不公平问题。
Objective To explore the improvement of community maternal and child health care human resource equity with time in Guangzhou. Methods Gini coefficient and Theil index were used to analyze and evaluate the equity and change trend of maternal and child health care human resource allocation in Guangzhou in 2009 and 2013. Results Compared to 2009, the numbers of community maternal and child health care staff in Guangzhou in 2013 increased by 36.0% and 29. 3% , respectively. According to service objects, Gini coeffi- cients of maternal health human resource allocation in 2009 and 2013 were 0. 282 and 0. 156, respectively; Gini coefficients of child health human resource allocation in 2009 and 2013 were 0. 314 and 0. 131, respectively. The total Theil indexes of maternal and child health care human resource allocation in 2013 were 0. 017 and 0. 006, respectively; intra-regional Theil index of maternal and child health care human resource allocation was higher than inter-regional Theil index. Conclusion Maternal and child health care resource allocation in Guangzhou is equitable, more attention should be paid to improve regional injustice.
