摘要欧盟在环境规制领域是最早的先行者之一,从20世纪90年代开始,欧盟在国际层面就积极推动国际温室气体减排工作,引领全球的碳减排谈判。本文分析欧盟碳排放交易体系的兴起过程及困境。 Since the 1990 s,the European Union is working actively promote international greenhouse gas emissions,to lead the global carbon emissions. This paper analyzes the development and trouble of the EU carbon emissions trading system.
