摘要
中国经济发展新常态的主要特征是:低增长、调结构、转方式等。新常态下中国休闲体育产业发展面临的主要问题是:中国居民休闲体育消费意愿不强烈;中国城乡居民休闲体育消费需求明显不足;休闲体育场地设施不能满足中国居民休闲体育消费的需求;目前中国休闲体育产业人才严重匮乏;中国休闲体育产业的资本市场还没有形成,投资方的主体地位还没有确立;中国休闲体育产业发展不平衡,产业规模较小的问题突出。据此,提出了把科技创新作为转变发展方式的核心内容,驱动中国休闲体育产业转型升级;进一步调整结构,驱动中国休闲体育产业优化升级;改变宏观政策,驱动中国休闲体育产业释放新活力;采取休闲体育产业适度优先与协调发展战略,推动中国休闲体育产业的快速发展;完善社会保障制度,树立可持续休闲体育消费观,促进中国居民休闲体育消费;加强休闲体育场馆设施开发建设力度,加快推动学校体育场馆设施向社会开放;加快中国休闲体育产业创新人才的培养等几点深化改革的建议。
The main features of the new normal development of China＇s economy are characterized by low growth , structural adjustment and mode transfer. The main problems of Chinese leisure sports industry development under the new normal include： no strong will for leisure sports consumption, insufficient consumption demand, no enough sports venues and facilities, short of professionals, lack of capital market and the dominant status of investor unestablished, unbalanced development and small industry scale. Accordingly, it is recommended that science and technology innovation be taken as mode transfer to drive the transformation and upgrading of China＇s leisure sports industry; the structure be further adjusted to drive the optimization and upgrading of the industry; the macro policies be changed to promote the release of new vitality; appropriate priority and coordinated development strategy be taken to promote the rapid development of the industry; the social security system be improved to establish a sustainable leisure sports consumption view; leisure sports facilities development be strengthened and open to society; leisure sports industry personnel training be accelerated.
