摘要
近年来,青岛市大力实施创新驱动发展战略,创新发展取得显著突破。突出技术创新,城市综合创新能力进一步提升;突出成果转化,科技服务体系不断完善;突出产业支撑,科技与经济结合更加紧密;突出氛围营造,创新创业环境不断优化;突出统筹协同,科技管理改革加快推进。但还存在技术创新源头供给不足,科技型中小企业和高新技术企业数量偏少,协同创新能力有待进一步提升等问题。因此,应进一步深化科技管理改革,强化源头创新,积极推动大众创业万众创新,加快发展科技服务业,提升科技对经济社会转型升级的支撑能力。
In recent years, Qingdao has been carrying out the innovation-driven development strategy and has made significant breakthroughs. Pushing forward technology innovation, the city has lifted its comprehensive innovation ability; Emphasizing the transformation of achievements, its scien-tific and technological service system has been continuously improved; Highlighting the support of in-dustry, its technology and economic combination has got much closer; Highlighting the atmosphere creation, the innovative entrepreneurial environment has been improved continuously; Highlighting the overall co-ordination, scientific and technological management reform has been accelerated. But some problems still exist： lack of source of technological innovation; smaller number of small and me-dium-sized enterprises of science and technology type and high-tech enterprises; collaborative innova-tion capability to be further enhanced. Therefore, we should further deepen the reform of science and technology management, strengthen the source of innovation, actively promote public entrepreneur-ship and mass innovation, accelerate the development of science and technology services, enhance the ability of science and technology for economic and social transformation and upgrading.
