摘要
本文通过对科技型企业、高新技术企业和中小企业的界定指标进行研究分析,提出科技型中小企业的定义,重点分析了科技型中小企业的三大核心要素(科技人员、科技投入和科技产出)。在此基础上,研究提出基于划线评价法的我国科技型中小企业划型标准,并明确细分为国家级和省级科技型中小企业划型标准。
Through analyzing and comparing the classification standards of technology-based companies, hi-tech companies, and small and medium enterprises, this paper proposes the definition of technology-based small and medium enterprises （hereinafter shortened as SMEs）. Three key factors of the technology-based SMEs are identified and examined： the personnel engaged in science and technology activities, input into science and technology activities and the science and technology output. Finally, the paper goes on to propose the classification standards of technology-based SMEs in China, based on the threshold evaluation methodology. Furthermore, the classification standards of technology-based SMEs are differentiated between national level and provincial level, according to actual conditions respectively.
