摘要
建设服务型政府是新时期社会治理的新要求,而开展政务服务评估是检验服务型政府工作绩效的必要手段。本文阐述了开展政务服务评估对我国现阶段的重要意义,并介绍了国内外开展政务服务评估的现状和经验,认为政务服务评估朝着评估程序规范化、制度化和法制化,评估主体第三方化,评估客体细分化的趋势发展。最后本文分析了政府服务评估面临的主要问题,提出了相应的对策建议。
The construction of service oriented government is a new requirement of the social governance in the new era, and it is a necessary means to carry out the government service evaluation to test the performance of the service type government. This paper describes the significance of the development of government service evaluation of the present stage of our country, and introduces the domestic and foreign development status and experience of government service evaluation, and thinks that government service evaluation is developing toward the trend of the assessment procedure standardization, institutionalization and legalization, evaluation subject of third-party, evaluation object segmentation. Finally, this paper analyzes the main problems faced by government service evaluation, and puts forward some countermeasures and suggestions.
