摘要
通过对美国AP-42排放系数手册的详细解读,阐述了AP-42中排放源分类、涵盖污染物种类和数量、排放因子开发步骤、质量等级、削减效率等内容,并在此基础上结合我国的研究现状,总结提出了AP-42对我国该领域研究的几点启示:迫切需要编制排放源强核算导则;规范源强核算方法,采用排污系数与其他方法并举的源强核算体系;构建国家主导、企业及地方政府共同参与的源强核算机制;制定全面的污染源分类体系并采用循序渐进的研究思路;制定完善的改进计划并特别关注数据的有效推广及使用等。
This paper made a detailed interpretation of US EPA AP-42 on the classification of emission sources, types and qualities of pollutants, the procedures and ratings of emission factors, and reduction potentials and the like. Combined with the current situation of our country, the paper summarized some important implication of AP-42 on this field of our country. It is urgent to prepare the guidelines of source strength calculation, standardize the methods of source strength calculation and take the system of discharge coefficients and other methods simultaneously. Then it is necessary to construct the cooperation mechanism of state, enterprise and local government, develop comprehensive pollution source classification system and gradual research ideas, make perfect improvement plan and pay special attention to the effective promotion and the use of data.
