摘要
农业科技成果评价是衡量科技创新绩效、引导成果转化的重要环节。文章阐述了农业应用技术成果的评价重点,并从评价主体、评价内容、评价专家、评价依据等方面分析了农业应用技术成果评价中存在的问题,提出了建立第三方评价机制、加强全面性评价、突出先进性和问题评价、提高评价的规范性和权威性、规范成果应用证明等加强农业应用技术成果评价的对策。
Evaluation of agricultural scientific and technological achievements is an important link of measuring of science and technology innovation performance and guiding the transformation of achievements. Key points of evaluation of applied agricultural technological achievements were discussed in the paper. Existing problems were analyzed from such aspects as the evaluation subject, evaluation contents, evaluation experts, and the evaluation basis. Countermeasures were put forward, i.e., setting up the third party evaluation mechanism, strengthening comprehensive evaluation, laying stress on evaluation of advance and problems, raising the standard and authority of evaluation, and normalizing certification of achievements＇ application.
