摘要
食物银行在西方国家与我国港台地区行之有年,社会各界捐赠出即将失效但仍然可用的物资,经由食物银行的联系和处理,提供给生活困顿的人士或家庭,让资源得到有效的分配运用。从跨部门协力模式的视角观之,台湾地区目前多数的食物银行是由第三部门主导,少数是采取当局机构与非营利组织的合作模式;食物银行彼此结盟合作,当局机构、非营利组织、民间企业各方之间,在资源能力上呈现互补形态,维系着食物银行的运作。大陆地区日后在食物银行的推展,可以先由政府部门主导,委托非营利组织办理,包括知名度的提升、物资来源的寻求、受助群体的确定和法律规章的完善等方面,都仰赖社会各方提供各类型的资源协力完成。
Food banks have existed for years in western countries,Hong Kong and Taiwan. People donate supplies which are going to expire soon but still eatable to food banks. With the help of food banks,supplies are delivered to the poor and resources are well allocated. From the perspective of cross-sectoral partnership,this paper finds that most of food banks in Taiwan are led by the third sector,and a few of them by the collaboration of governments and non-profit organizations. Food banks align with each other. Governments, non-profit organizations and private enterprises complement each other on resources to support the operation of food banks.The promotion of food banks in China's Mainland may be initially led by governments and then commissioned to non-profit organizations. Tasks related to popularity,supplies,recipients and regulations need to be finished by the collaboration of various circles of society.
