摘要
发展环境是影响人力资源服务业发展的一个重要因素,本文在营商环境的基础上,构建了一套包含7个维度、28个指标的人力资源服务业发展环境评价指标体系,以此为基础,对6个省(区)926家人力资源服务机构进行了问卷调查,结果显示:我国政府在人力资源服务业发展方面已经做出了巨大努力,并形成了良好的政策环境;市场环境有待进一步规范;初创和中小人力资源服务机构需要给予更多的支持和关注;民营企业发展环境需要进一步改善。为此,政府需要从以下几个方面入手改善人力资源服务业发展的产业环境:第一,进一步规范行业发展;第二,推进公共服务机构经营性人力资源服务剥离;第三,搭建适合中小企业和民营企业创新创业的发展平台。
Business environment has important impact on the development of human resource service industry, on the basis of the business environment, this paper constructs an resource service industry development environment evaluation index system which contains seven dimensions and 28 indicators of, taking this as the foundation, and carries on the questionnaire survey in 6 provinces (area) of 926 human resources services company. The results show that the policy environment of human resource service industry development has been formed, the market environment need to be further standardized, start-up and small human resources services company need to give more support and attention ; environment for the development of private enterprises need to be improved. Therefore, the government should improve the industrial environment for human resource service industry development as below: firstly, improving the Supervision mode, regulating the development of the industry; secondly, promoting business human resource service to separate from public service organization, thirdly, to build innovation and entrepreneurship development platform for small and medium-sized enterprises and private enterprise.
