摘要
威尔逊二分论的行政与政治关系观存在诸多缺陷的根源,在于其诠释框架把行政和政治二者与其对象隔绝了起来。能够准确把握行政与政治二者关系的分析框架,只能由二者与其对象间关系构成。行政和政治的共同对象是以物质生活为基础的社会现实,而二者是上层建筑,故它们只有统一于这样的共同对象的内在要求,才可能是有效的。行政实践作为政治与社会现实的中介,直接感知、渗透着它这一对象的内在要求,并能够把这一对象的内在要求传导给政治意志。这样,行政实践就构成了政治意志由以确立的认识论根据和现实来源。因此,政治意志的确立需以行政实践内在要求为根据和基础。可见,政治与行政具有相互主导关系,而非仅有威尔逊揭示的政治主导行政的单向关系。
There exist many defects in Wilson＇s concept of dichotomy between administration practice and his views on political relationships,and its framework of interpretation isolates administration and politics from their objects. The analytical framework which allows us to grasp the relationship between administration and politics can only consist of the relationship between administration and politics and their objects. The object common to both administration and politics is the social reality based on the material life,while administration and politics are superstructures and therefore they can be effective only when incorporated into the inner requirements of their objects. Administrative practice,as the intermediary between politics and social reality,directly perceives,penetrates,and conducts these inner requirements,and accordingly constitutes the epistemological basis and reality source for the establishment of the political will. Therefore,the political will must be based on the inherent requirements of administrative practice. It is obvious that politics and administration are in a relation of complementary dominance rather than in a relation of one-way relation of politics dominating administration proposed by Wilson.
