“回应式创新”:多重制度逻辑下的政府组织变迁——以广东省J市行政服务中心的创建过程为例 被引量:35

"Responsive Innovation" :The Government Organizational Changes in Terms of Multi-Institutional Logic——A Case Study on Establishment of Administrative Service Center at J City in Guangdong Province

摘要 本文以广东省J市行政服务中心的创建过程为例,讨论多重制度逻辑下的政府组织变迁问题。研究发现,行政服务中心是我国市场化转型过程中国家行政审批制度改革和地方政府招商引资政策共同催生的产物,反映了市场、政治和科层三种不同制度逻辑在特定时空场域中的交织和互动。作为有别于传统科层等级结构的组织形式变迁,J市行政服务中心的创建经历了"制度冲突-利益表达-民意吸纳-组织回应"的运作过程,体现了企业家代表、地方政府领导、各职能部门负责人三类行动者之间的策略互动,它带有体制未变、形式改进、有限授权、松散关联等基本特点,是地方政府为应对复杂制度环境而进行的"回应式创新"。本文可以为制度与组织关系研究提供经验事实并为类似组织现象的理论解释提供一种可能的分析思路。 Based on a case study of the establishment of an administrative service center at J city in Guangdong province,this paper aims to explore the problem of government organization transformation in terms of the multi-institutional logic. As the co-product of the reform on administrative examination and approval system and the local government's policies to attract investment in the process of market transformation,the administrative service center mirrors the interweaving and interaction of three different kinds of institutional logic,which are market,politics and bureaucracy,in the specific time and space. Different from the change of traditional hierarchy structure,the establishment of the administrative service center has undergone the operation process of 'institutional conflict ——interest expression——public opinion absorption——organization response' and reflected the strategic interaction among the entrepreneurs,the leaders of local government,and the managers of different government departments. It is characterized by unchanged system,improved form,limited authorization and loose relation,namely,a 'responsive innovation' of the local government to deal with the complex institutional environment. This paper can provide empirical facts for the study of the relationship between institution and organization as well as possible analytical approach for the theoretical interpretation of similar organization phenomena.
