摘要
我国高科技人才流失日益严重,尽管我国自改革开放以后出台了诸多高科技人才政策,但因为政策在制定和实施过程中存在着缺陷,人才流失问题一直不能得到缓解。未来我国需要从多方面改进高科技人才政策,使之成为有效培养和引进高科技人才的法宝,推动我国科学技术的创新和进步。
The problem of brain drain has become increasingly serious in China. Though China has intro-duced policies about high-tech talents since the reform and opening-up, the problem of brain drain hasn＇ t been relieved because of the defect in policies formulation and conduction. In the future, China needs to improve the policies of high-tech talents from many aspects. Thus the policies can be the magic weapon to effectively train and introduce high-tech talents, and to promote the innovation and advancement of China＇s science and technology.
