摘要
介绍PPP模式的分类方法,对PPP在市政基础工程上应用现状进行了剖析,提出了PPP模式的发展策略:建立并完善风险预防处理机制,降低PPP模式的运行风险;注重于法律体系的完善,让健全的法律体系能够为PPP模式的运行提供良好的环境;建立更为高效的监管体系;推动主管部门的角色转变,成为基础设施建设活动的重要推动者,注重于对投资市场的完善。
Introduces the classification of PPP model, the PPP application status on the municipal infrastructure project for the analysis, we propose the development strategy of the PPP model. Establish and improve risk prevention mechanism, reduce operational risk PPP mode, so that project activity can,to focus on improving the legal system, so that a sound legal system provides good running PPP mode, to establish a more efficient regulatory system,to promote government role change, so that the government can become an important infrastructure event promoters, focus on improving the investment market.
