摘要
近年来,北极航线实现商业化通航已经成为可能。基于北极海域特殊的地理位置,存在着一般性的国际公约和专门性的协定共同规制该海域。从北极海域环境保护、航行安全、船员任职资格、船舶结构与建造角度评析了适用于北极海域的有关国际条约、北极区域性专门协定的主要内容,并针对现有条约和协定的规定,结合中国近北极国家的地位,为中国利用北极航线、参与北极事务提出了应注意的方向和具体建议。
Recently,the commercial navigation of Arctic Routes has become possible. Because of its special location,the Arctic waters have been regulated by universal international conventions as well as special regional agreements. This paper chooses the aspects of Arctic Ocean environment,navigation safety,crew qualifications,structure and construction of ships to analyze the content of international conventions and agreements relating to Arctic waters. Further,basded on the current status of China in the Arctic,it puts forward some suggestions for China on participating Arctic affairs.
