摘要
拉日铁路沿线地区是西藏工业化、城镇化、农业现代化的重要承载区和先行区,是实现西藏发展战略的重要支撑区,是西藏对外开放的重要区域,其发展具有重要意义。因此,应在发挥市场机制作用的前提下,对沿线地区的发展予以政策支持。近期对沿线地区政策实施的重点:一是加大公路建设投入,提高各种运输方式的匹配性、衔接性;二是促进沿线重点城镇、景区、园区的发展,特别是促进日喀则市桑珠孜区的发展,推动青藏铁路由交通通道向发展轴线的转变;三是促进以旅游业为重点、以服务业为主体的若干产业的发展;四是促进沿线地区生态环境保护;五是促进铁路公司与地方合作发展。
The vicinity of Lhasa-Shigatse railway is a significant carrier and leader of Tibetan industrialization, urbanizationand agricultural modernizationprocess, a support of development strategy of Tibet, and the policy instruments will benecessary. The key point of policy implementation in the future is：（1） greatly invest in road system to make therailway-road networks operated well;（2）encourage main towns, scenic spots and industrial parks developed, especially takegreat effort to develop Shigatse city and turn this railway into a development axis;（3）prioritize tourism and trade sectors;（4）preserve ecosystem;（5）cooperate between railway company and local actors.
