摘要
中国的中亚地区主义是在全球与地区权力结构发生了有利于中国的变化之际在其西北方向推行的睦邻外交政策,其要义为以推动地区治理践行睦邻外交。这种治理型周边外交战略有如下特征:提供地区性公共产品,形成地区合作的制度基础;以创新机制引导非国家行为体参与,促成地区主义和地区化的互相建构;以多种机制综合配置战略资源,安全与发展并举;视中国与周边为命运共同体,以自身发展惠及邻邦,培养地区共同体意识和共同利益观念,构建新的地区意识和地区主义。中俄协调是中国中亚地区主义成功的基础,带动中亚国家发展应是中国中亚治理型周边战略成功的保障,以推动地区治理实现睦邻外交也应成为未来中国周边外交的新方向。
China＇s central Asian regionalism is a good-neighborly foreign policy which took place under the conditions the global and regional power structures changed in favour of China. Its essence is to promote regional governance to practice good- neighborly diplomacy which has the following characteristics： To provide regional public goods to form a regional cooperation system foundation, To guide the non-state actors to involve in innovation mechanism to make regionalism and regionalization to shape each other, to comprehensively distribute strategic resources through a variety of mechanisms and to develop security and development simultaneously, to consider China and the surrounding as fate community and to benefit neighbors with its own development, to cultivate regional community consciousness and the concept of common interests and to build a new regional consciousness and regionalism. Coordination between China and Russia is the foundation of the success of China central Asian regionalism. Driving the development of central Asian countries is the guarantee of success of the governance mode of good- neighborly foreign policy of china＇s central Asian regionalism. To promote regional governance should also become a new direction of future China＇ s peripheral diplomacy.
