摘要
房地产"去库存"政策强化了原有房地产市场的区域和能级分化,因而主张推进"公共服务+"的房地产供给侧改革。一线城市可通过开发和规范"公租用房"管理实现资源配置效率的帕累托改进;通过专项开发,土地出让时配比"经适房和限价房"等维护并增强其市场竞争力。二线城市可通过专项开发、税费减免、财政补贴等扩大"经适房和限价房"的供给量和购买条件;通过贷款担保和贴息、税费减免和财政补贴等鼓励公益用房的开发。三四线城市应通过事业单位法人治理、"清单制"的行政改革、完善基础公共设施等推进"公共服务的优质化和高效化",并通过PPP的方式将部分存量房转化为教育、医疗、文化、养老等"公益用房"。
Based upon the analysis, this article finds that the single increase of de - stocking in real estate industry strengthened the regional differentiation and city level differentiation of the original real estate market. There- fore, it is advocated to promote the ＂Public Service ＋ ＂Reform of the supply front in real estate industry as follows. For the first - tier cities, Pareto improvement could achieve more efficient allocation of resources through the development and standardization of ＂Public rental housing＂ management and could maintain and strengthen its market competitiveness by ＂Affordable Housing and capped - price housing＂ matching when the land is to sell in the special development. For the second - tier cities, it can increase ＂Affordable Housing and capped - price housing＂ supply and purchase by means of special development, tax breaks, financial subsidies and so on. Meanwhile it can encourage the development of public housing through loan guarantees and interest subsi- dies, tax breaks, financial subsidies and so on. For the third/forth - tier cities, it should promote the ＂public service quality and high efficiency＂ through the public institution corporate governance, list - mechanism ad- ministration reform, and public infrastructure improvement. Also by the way of PPP, it can transfer the stock into ＂public housing＂ for education, health, culture, and pension.
