摘要
认识、适应经济发展新常态,是当前和今后一个阶段中国经济发展必须面对的重要主题。新常态下能源行业所要面对的最大挑战就在于如何变革,也就是如何深入推进能源革命以解决能源供给侧结构性失衡的问题。从经济发展新常态的角度,介绍了供给侧改革的深刻内涵,从产能过剩的现状、不合理的能源结构和高能耗的能源消费模式三个方面详细阐述了中国推进能源供给侧改革的必要性以及改革的突破口,最后从培育新兴需求、建设能源互联网、创新能源体制机制、加强政府规划引导创新能源科技和完善能源行业法律法规五个方面对新常态下中国能源供给侧的改革路径提出政策建议。
Adapting to the New Normal of economic growth is an important theme that China＇s economic development must faces at present and in the future.The biggest challenge that Energy Industry must faced under the New Normal of Chinese Economy is how to reform,that is how to further promote the energy revolution in order to solve the problem of structural imbalance in the energy supply side.This article introduces the profound connotation of the supply side reform from the perspective of economic development of the New Normal,and expounds the necessity of the reform of the energy supply side and the break through of the reform in three aspects：current situation of excess capacity,irrational energy structure and Energy consumption patterns of high energy consumption.Finally,this paper puts forward policy recommendations from five aspects of the reform path of China＇s energy supply side under the New Normal.
