摘要
失业保险制度不仅为失业人员基本生活提供了保障,还为资源型城市的产业转型和升级提供了积极动力。马鞍山市作为一座依钢而立的资源型城市,确立了保障失业人员基本生活和维护失业保险稳定运行的基本举措,充分发挥失业保险保障生活、预防失业、促进就业(创业)三位一体的功能作用,推动该市失业保险由生活救助型向就业导向型转变。
Unemployment insurance system not only provides protection for the basic livelihood of the unemployed, as well as provides a positive impetus for resource-based city industrial transformation and upgrade. Ma’ anshan City as a resource-based cities on steel has established the basic meas-ures to protect basic livelihood of the unemployed and maintain stable operation of unemployment insurance. These measures play trinity functional role to ensure the unemployment life, prevent unemployment and promote employment （entrepreneurship）. At the same time,they promotes the city＇s unemployment insurance transition from living assistance to employment-oriented type.
