摘要
保障性住房政策实质上是不同利益群体间的利益博弈,这一政策之所以在促进社会正义上功能不彰,主要原因在于与保障性住房密切相关的低收入群体无法参与到保障性住房政策的制定和实施过程中。保障性住房政策内在的公共性和福利性决定了公民参与保障性住房政策制定的价值;现代公共政策制定的民主化与科学化要求之间的张力使公民参与保障性住房政策面临参与的能力、搭便车和动力困境;而保障性住房政策公平与效率兼顾的现实需要,要求政府完善公民参与渠道,及时回应公民参与需求,实现二者在保障性住房政策制定中的良性互动。
Public housing policy is essentially the interest game between different interest groups. The reason why this policy does not have the desired function in promoting social justice mainly l ies in that the lowincome people who are closely related to the public housing could not participate in the affordable housing policy formulation and implementation process. The inner public characteristics and welfare of public housing policy has decided value of the citizen participation in the public housing policy. The tension between the democratization and scientization of the de-cision making process of modem public policy makes the citizen participation facing difficulties involved in ability, free-rider and driving force. Public housing policy requires both fairness and efficiency. It requires the government to broaden the channel of citizen participation, response to the citizen participation in demand timely and promote the beneficial interaction between citizens and government in the decision making process of public housing policy.
