摘要
[目的/意义]情报机构具备进军智库建设的先天条件和潜力,但也有自身的不足之处。[方法/过程]为了系统分析情报机构参与智库建设的时机和优劣势,本文采用SWOT分析框架,从内外部积极因素、消极因素方面进行全面的梳理和匹配,并提出了相应的策略选择。[结果/结论 ]SO、ST是当下情报机构参与智库建设的最佳策略。
[Purpose/significance] The intelligence research institutions in China that engage in policyconsulting have their own advantages and disadvantages. Fully understanding the strengths, weaknesses, opportunities and threats has great significance for the construction of think tank oriented functions in intelligence research institutions. [Method/process] This paper used SWOT framework to analyze them. [Result/conclusion]This paper puts forward the strategic choices and the best strategies--SO and ST, and explains the reasons.
