摘要
随着环境污染的加剧,环境保护力度不断加大,制造业的环境规制强度也日益提高。严格的环境规制在改善环境的同时,必然会对制造业的发展产生一定的影响,尤其影响制造业的技术创新。利用1999—2013年中国30个省(市、自治区)的制造业数据,构建Panal data模型,分析环境规制对制造业技术创新的影响。当期环境规制强度对技术创新产出的影响不显著,而滞后一期的环境规制强度对技术创新产出有显著的负向影响,在事实上抑制了制造业的技术创新。因此,当前的环境规制强度不宜过高,制造业环境规制政策的重点应当是在保证环境规制效果的前提下,维持甚至适当降低环境规制强度。具体的措施包括:稳定环保资金投入,优化环保资金结构;完善市场激励型环境规制工具,优化环境规制体系;因地制宜地选择合适的环境规制工具。
With the aggravation of environmental pollution,environmental protection is enhanced and the intensity of environmental regulation of manufacturing industry is increasing with each passing day. Strict environmental regulation is improving the environment,but at the same time,it will inevitably have a certain impact on the manufacturing industry,especially the technological innovation of the manufacturing industry. Based on the data of manufacturing industry in 30 provinces( municipalities and autonomous regions) of China from 1999 to 2013,the data of Panal Model was employed to analyze the influence of environmental regulation on technological innovation of manufacturing industry. From the impacts of environmental regulation on technical innovation output,the effects of current environmental regulation on the output of technology innovation are not obvious,whereas the lagging intensity of environmental regulation has a significant negative influence on the output of technology innovation. In fact,it inhibits the technological innovation of manufacturing industry. Therefore,the current environmental regulation should not be too intense. Maintaining or even reducing the intensity of environmental regulation under the premise of ensuring the effects of environmental regulation which is the focus of the manufacturing environment regulation policy. Specific measures are as follows:stable investment in environmental protection funds is as a way to optimize the structure of environmental protection funds; the market incentive environmental regulation tools are improved to optimize the environmental regulation system; the appropriate environmental regulation tools are selected to adjust measures to local conditions.
