摘要
在分析影响科技资源服务效果相关因素的基础上,提出分层的多指标服务绩效评价体系,探讨该评价体系的适用性。以国家农作物种质资源平台为例,运用归一化方法对平台"十二五"期间的服务效果统计分析,总结服务效果,指出存在的问题,并对未来平台服务提出建议,为平台管理部门决策提供依据。
On the basis of analyzing some factors that influence technological resources service effectiveness, this paper proposed multi - level and multi - index evaluation system, and discussed the applicability of the evaluation system. This paper took national infrastructure for crop germplasm resources as an example, measured and analyzed its 12th Five -Year Plan service effectiveness by using data normalization method, summarized service effectiveness, pointed out problems, and gave service suggestion, so as to help to make strategic decision for management.
