摘要
当前"多规融合"无疑是时下在深化空间规划体制改革、推动城乡一体化发展过程中的热词。为落实国家新型城镇化的总体要求,很多城市和地区都正在开展"多规融合"编制及审批改革和探索。然而,在已有相当基础的各项法规和部门事权基础上,如何解决政府各类规划矛盾的现实需求,如何促进各部门的行政审批协调发展,打破固有的部门条块分割和局限,实现多规融合编制成果的"落地"和"运维",从根本上降低政府行政管理交易成本,提高政府公共服务能效,最终实现"一张蓝图"干到底的关键所在。
In the process of urban planning system reform, with the development of urban and rural integration, the collection of various planning results has become a hot spot. In order to implement the overall requirements of the new urbanization of the country, many cities and regions are carrying out the planning and reform exploration. However, on the basis of the existing laws, regulations and departmental responsibilities, how to solve the contradiction between the results of various government planning, how to promote the coordination between the various departments of the government examination and approval work, break the inherent power of the segmentation and limited really carry out planning. To reduce the cost of government management, improve the efficiency of government public services, and ultimately achieve the "blueprint" of urban management model, is the focus of this paper.
