摘要
1956年河北省工资改革实施方案的制定是国家、地方及国民经济各部门间利益博弈的结果,其争议的焦点主要为工资标准的地区分类、国家工作人员升级、工资标准及增长指标分配等问题。但国家、地方及国民经济各部门之间并不存在本质上的利益冲突,所有争议的本质是寻求各方利益的最佳结合点。这一过程中,国家与地方彼此包容兼顾,国家会在自身承受范围内尽可能平衡各方利益,而地方间的利益争取亦会以国家根本利益为底线,以实现一种良性博弈。
The formulation of Hebei wage reform implementation plan in 1956 is the result of interest game between the state, local and national economic sectors. The main point of contention is wage area classification, national staff promotion, wage standards and growth indicators distribution. But there is no conflict of interest in nature between the state, local and national economic sectors. The essence of all disputes is to seek the best combination of the interests. This process involves state and local mutual tolerance, the state will try to balance the interests of all parties, and fundamental state interests are the bottom line of fights of local interest, so as to realize the benign game.
