摘要
市场机制“看不见的手”与政府干预“看得见的手”的关系是混合经济下备受关注的经济伦理关系,政府只有顺应市场机制的规律,适当地、适度地进行干预才能发挥政府不可替代的调节作用;同时不能忽视道德和制度对市场和政府作用的有效辅助和补充。该文运用经济学的基础理论对转型期的城市规划进行了分折,提出了城市规划是混合经济背景下多因素促成制度转换和经济社会均衡发展的模式建构过程,提出了通过制度安排解决现有问题的对策。
The relationship between market mechanism and government interference is important under the mixed economy. Gov-ernment should interfere properly and reasonably, at the same time, the assis-tant and supplement effect of moral and sys-tem cannot be ignored. This paper analyzes the urban planning by using the basic theory of economics, and makes the conclusion that urban planning is a model construction process under mixture-economy environment, going with the system con-version and society balanced development, and put forward some countermeasures to solve the existing problems.
