摘要
深化司法体制改革的最终目的是建立符合刑事诉讼规律的侦查、公诉、审判模式。为了从刑事司法源头上确保各个诉讼环节的刑事司法属性,必须建立科学的司法管理体制和司法运行机制,破除司法权的行政化、地方化倾向。在公安侦查领域,主办侦查员制度的构建要围绕以审判为中心的司法改革目标,设立相对独立的侦查机构,建立主办侦查员员额制度、独立办案制度、责任终身制度和职业保障制度。
The ultimate purpose of deepening judicial system reform is to establish investigation,public prosecution and judge model in conformity with criminal procedure laws. In order to ensure criminal justice attributes of different litigation links from the source of criminal justice,we shall establish scientific judicature management system and judicature operation system to eliminate tendency of administerization and localization.In the field of police investigation,the construction of the hosting investigator system shall be centered by the goal of judicial reform,and we shall establish relatively independent investigation institutions,the hosting investigator personnel system,independent case handling system,lifetime liability system and occupation guarantee system.
