中小学数字校园信息技术应用水平评估指标体系研究 被引量:6

摘要 该文从基础教育信息化的根本目标入手,围绕信息化与"教与学"核心业务的深度融合,立足北京市当前基础教育信息化发展阶段,探索如何构建充分契合当前需求的信息化评估指标,提出了以"应用情况""实际效益""持续发展"为主要评估维度,以常态化支撑水平、融合创新能力为核心考察点,以中小学校为主要评估对象,最终落地于三级可量化指标的中小学数字校园信息技术应用水平评估指标体系。该指标体系不仅为北京市基础教育信息化评估提供了较为科学、准确、公正和全面的评价依据,也为今后指标体系的持续优化提供了思路,通过今后不断应用于实践,将进一步融入北京市基础教育信息化特色建设模式,引领首都中小学数字校园工作。 Through years of continuous and unremitting efforts, Beijing's education informatization has made great progresses. At the same time, how to scientifically evaluate the application level of information technology and how to actively guide the application of information technology further, through the key performance indicators, has become an important issue to be solved urgently. Starting from the fundamental goal of elementary education informatization, and focusing on the fusion of informatization and the core business of teaching and learning, this paper discusses how to construct a key performance indicator system of information technology application suitable for Beijing. Consequently, this paper proposes an indicator system with three dimensions, i.e., application status, practical benefit, and sustainable development. With primary and secondary schools as the main evaluation target, the proposed 'Key Performance Indicators of Information Technology Application for Digital Campus of Primary and Secondary Schools' focuses on the capability of daily activity support and business innovation through technology fusion. The indicator system can server as guidance for scientific, accurate, and faire evaluation of Beijing's information technology application in elementary education. This paper also discusses the directions of future optimization of indicator system. With future continuous application, the indicator system is expected to be further integrated into the renovation process of elementary education informationization, paving a way for sustainable development of Beijing's digital campus of primary and secondary schools.
