摘要
俄罗斯拥有丰富的石油资源,石油产业一直是俄罗斯的支柱产业,其经济增长与国际石油价格波动密切相关。但是单一的产业结构和出口结构也使俄罗斯经济对石油产业的依赖性过重,2014年以来的国际油价大幅下跌对俄罗斯的对外贸易、工业、农业等造成了巨大的影响。俄罗斯应该加快国内经济结构的调整,减少对石油产业的依赖;通过技术改进与创新增加石油出口产品的附加值,获取更多的国际贸易利益;建立和完善法律法规,加强监管,遏制官僚腐败和寻租活动,为经济的健康发展营造良好的国内环境。
Russia is rich in oil resources. The oil industry has been a pillar industry in Russia and its economic growth is closely related to the fluctuation of international oil price. However, due to the single industrial struc- ture and export structure, Russian economy relies too much on the oil industry. The sharp fall of international oil price since 2014 has a huge impact on foreign trade, industry and agriculture of Russia. Russia should speed up the wheels of domestic economic restructuring and reduce the reliance on oil industry. It needs to increase the value of oil export products by means of technological improvement and innovation so as to get more profit from international trade as well. It should also establish and improve laws and regulations, and strengthen supervision and curb corruption, ureaucracy and rent-seeking activities in order to create favorable domestic environment for the healthy development of its economy.
