高校仪器设备全生命周期利用率最大化的构建 被引量:25

摘要 利用率最大化是仪器设备管理的永恒主题。我国高校实验仪器设备普遍存在着"闲置率高,利用率低"的问题,与物尽其用的资源管理要求相距甚远。盲目性配置、成本效益意识淡薄、实验技术队伍整体水平不高、共享率低下及管理手段滞后等,是目前高校实验仪器设备呈阶段性闲置、利用效能难以提升的症结。提出了健全管理制度、优化设备配置、提高实验人员素质、共管共享、有偿使用、完善考核评价方式等针对性化解措施,有效运用网络化、程序化和信息化等支撑手段,实现组织管理的各单元精确、高效、协同和持续运行,构建仪器设备从形成到消除全生命周期的开放式跟踪管理体系,真正做到买好、管好、用好和处置好,提高仪器设备全生命周期利用率,实现价值的最大化。 The maximum utilization of instruments is the eternal theme of instrument and equipment management. A common problem of experimental instruments and equipment in colleges and universities is " high vacancy rate, low utilization rate , and is far from resource management requirements. Blindness confguration, cost-benefit consciousness indifference, low level experiment technology team are commonly existed, the share rate is very low and the management methods are backward. The article puts forward a sound management system to optimize the equipment configuration, improve the personnel quality. The measures eontain sharing the instruments, paid use, perfecting the evaluation way targeted resolving measures, and these measures are supported by networking, infimnatization and stylized proeess. It realizes that each unit can be accurately and efficiently organized and managed, coordinated and sustainable operated. Every instrument is managed by open traeking management system, it improves the utilization rate in whole life cycle of equipment, and realize the maximization of value.
