摘要
"一带一路"战略的实施要求海军必须具备强有力的远海作战能力,海军舰船装备保障能力是远海作战能力的重要组成部分。针对舰船装备保障面临的问题,以工程管理理论为指导,开展了技术责任型保障体系、新型保障要素体系、基于体系能力的保障系统规划设计等研究,创建了适应海军远海作战需求、基于体系能力的新型舰船装备保障系统,成功变革了舰船等级修理模式,大幅提高了舰船在航率,实现了等级修理目标由功能恢复性修理向舰船总体性能提高性修理的提升,突破了17个舰船装备维修工程关键技术群,大幅提升了舰船装备保障能力、部署能力及作战使用能力。
The implementation of "the Belt and Road Initiative" requires that the navy must have strong sea combat capabil- ity, of which the warship equipment support ability is an important part. Aiming at the problems of warship equipment support, with engineering management theory as a guide, the researches of the technical responsibility support system, the new support element system, and the planning and design of support system based on the systematic capacity were cartied out. The new warship equipment support system suitable for the demands of the sea combat and based on the systematic capacity was built. The scheduled maintenance mode for warship was reformed, and as a result, the readiness ratio of warships was increased largely. The transformation of maintenance for warship from function recuperation to overall property recovery and advance was realized, and the 17 groups of key technologies with independent intellectual property right were developed. Through the above innovations and practices on the engineering management for warship equipment sup- port, the technical support, disposition and combat capacities of warship were improved remarkably.
