摘要
为提升路内停车秩序、促进道路交通运行效率提升,深圳市重新启动了路内停车收费管理工作。从实施目的、原则和策略三个方面,阐述深圳市路内停车收费管理的实施情况。路内停车收费费率定价遵循平衡路内外停车使用、制定合理比价关系,以及区域差别、分时差别的原则,建立了路内停车收费与动态交通运行联动的调节机制。管理模式层面,成立专门机构,通过取证权外派方式解决执法警力不足问题;收费技术层面,采用无纸化电子收费,避免利益冲突;执法方面,严格规范执法流程,对首次路内违法停车采取弹性执法。
In order to promote effectiveness of on-street parking and road traffic operation, Shenzhen reini-tiated the on-street parking management procedure. This paper illustrates the implementation of on-street parking management system in Shenzhen including the purposes, principles and strategies of the manage-ment system that balances the on-street and off-street parking, differentiates charge by time and space, and regulates on-street parking charge with dynamic traffic operation. At management level, specialized agen-cy is established to solve the problem of insufficient enforcement through outsourcing the evidence collec-tion function. To improve the charge collection techniques, the management system adopts the electronic charge devices to avoid conflict of interests. At enforcement level, strict law enforcement process and re-duced penalty for the first illegal on-street parking offenders are emphasized.
