摘要
通过对国内外发达城市在城市轨道交通建设过程中投融资模式的研究,概括分析了国外轨道交通可分为政府投资+政府垄断经营、政府投资+政府有竞争经营、政府投资+公私合营、公私合作建设与运营、私人建设+私人运营五种投融资模式。国内轨道交通投融资模式主要分为政府主导投融资模式和引入外部资本模式两大类,其中政府主导的轨道交通投融资模式主要包含政府财政主导投资+银行(团)贷款和政府财政主导投资+多种融资模式两种,引入外部资本主要包含BT、PPP、BOT、BDOT等四种模式。
According to the intensive study on the investment and financing modes applied on the construction of urban rail transit, this paper has summarized the five investment and financing modes for the overseas rail transit construction, including Government Investment+ the Monopoly Management by the Government, Government Investment+ the Competitive Management by the Government, Public-Private-Partnership, Construction and Operation by Public-Private Partnerships, and Private Construction+ Private Operation. In respect of the investment and financing modes of domestic rail transit construction, it is mainly include two types, which are Government-led Investment and Financing Mode and the Introduction of External Capital Mode. The former is consist of Government-led Investment+ Bank Loan or Syndicated Loan, and Government-led Investment+ Multiple Financing Modes, while the BT, PPP, BOT, BDOT constitute the Introduction of External Capital Mode.
